Every time I try to sleep in a little bit, I end up wanting to kick my neighbor's dog in the head. Repeatedly.

It's been sad already in a nutshell. That sounds likely to be nuisance barking ( I'm assuming). Typically comes from being ignored. Kick your neighbor, not the dog.
