Enforcer25 Posted December 16, 2017 Report Share Posted December 16, 2017 I'm not a computer expert, but my understanding is that a VPN is used for secure communication between A and B. You can also use it to access sites that may be blocked due to location such as China. You are still using your ISP to access a site, your ISP still knows you are visiting site A just not what is being transmitted. They could then, however, just choose to throttle all VPN traffic to discourage their use.
