A great place to check is www.rosstraining.com, a fighter trainer, with tons of DIY equipment, love this guys approach to health and fitness. A few different ones shown on there, the tire ones look pretty good. I finally broke down and brought a real cheap punching bag recently.

It's all going to come down to how much use you think you're going to use it? If you're going to be serious about bag work, then I would save and invest in a good bag. I did end up buying a bag, it was new, but just a no name, lower quality, and it didn't even last me 2 months. I snapped and broke the hook, and the bag was coming apart at the seams. Thankfully the vendor replaced free of charge, but now I don't kick on it anymore.

I got a piece of 6" PVC pipe, wrapped it in carpet underlay foam until it was about 16" thick, then wrapped all that in duct tape.

 

Then I filled the 6" pipe with rocks.
