Next best option besides tape measures seems to be skin calipers.For brands, Accu-Measure seems to be a somewhat popular brand of calipers. There seems to be a wide range of different models and prices, though, so you'd have to look around.I know you didn't ask about tape measures, but MyoTape seems to be a good go-to for those, as well. (Upon looking around, I realized MyoTape is made by Accu-Measure, so, yeah, I guess that means Accu-Measure all around.)Sorry, but I don't know much about what types of scales (if any) are reliable for estimating body fat.
